Terms of Reference: Policy Brief Assignment Background: The Gender and Climate Change Coalition is dedicated to achieving a society that actively contributes to sustainable solutions for gender and climate change. The coalition works towards this mission by ensuring that climate change opportunities are accessible to women, children, and youth residing in marginalized and peripheral areas. The coalition promotes their equal participation and engagement in gender and climate change solutions through awareness-raising, conversations, and stakeholder engagement aimed at finding sustainable climate change solutions. Gender and Climate Change Tanzania Coalition (GCCTC) launched a Position Paper on Gender and Climate Change in Tanzania. One of the key findings of the paper was the lack of awareness among women regarding national climate change policies, particularly the National Strategy on Gender and Climate Change and the new National Strategy on Climate Change. Unfortunately, these critical documents outlining the national strategy to combat climate change in Tanzania are not well-known among key stakeholders, especially the women who are most affected.
Project Objectives: GCCTC is implementing a short-term project funded by Gender Responsive Resilience and Intersectional in Policy and Practice (GRRIPP). This project aims to popularize the National Strategy documents including Implementation Strategy on Climate Change 2021-2026. Policy brief targets key stakeholders with an intention of creating awareness among women on how they can engage with these initiatives. To achieve this, the following tasks and timeframe are outlined: Develop policy briefs in simplified English based on the National Strategies on climate change, focusing on the following thematic areas: a. Gender (women, girls and youth)-focused budget allocation for agriculture, water and health b. Adding the role of women’s engagement and leadership in climate change strategies implementation. c. Including information on participation of rural gendered groups and the strategies’ significance in realizing macro and micro development policies.
The consultant should possess the following competencies:
Experience in drafting and summarizing national strategies in simplified English.
Ability to work within a limited timeframe and as part of a team.
Master’s degree in Law, Development, Environmental Science, or Climate Change.
Experience working with NGOs and government agencies, particularly in the gender sector.
Willingness to share the final product with stakeholders immediately after the study.
Ability to work remotely, providing regular feedback via email and online meetings.
Responsibilities and Timeframe:
Consultant to participate in round table discussions with stakeholders, including government extension officers in the regions of Mwanza, Tanga, and Dodoma (two days of training with separate remuneration per day).
Consultant to produce a five-page policy document in simplified English, along with a two-page Kiswahili summary.
Share the final product with stakeholders immediately after completion.
Facilitate the active participation of key climate change stakeholders in the implementation of the National Strategies on climate change.
Presenting the policy brief in working sessions to advocate for and enhance capacity in gender mainstreaming within the national policies and strategies on climate change.
To enusre policy brief generate public awareness and promote the National Strategy on the popularised Gender and Climate Change and the National Strategy on Climate Change.
Timeframe and Remuneration: The duration of this consultancy assignment is 14 calendar days, including preparation and engagement with government officials. The consultant will receive a total remuneration direct to the account provided by the consultant, after the selection.
Payment Modalities: Payment for this assignment will be made in one payment after delivering and acceptance of the work. All payments will be transferred to the designated bank account provided by the consultant.
